A fiscal conservative is a libertarian

In Unaffiliated Voters on the Rise in California, Ina Jaffe quotes Democratic Campaign Strategist GARRY SOUTH on the independents:

Independent voters in this state tend to be moderate to conservative on the fiscal side. And on the social side, they tend to be liberal to libertarian.

A fiscal conservative is a libertarian! That's why in other countries they're called liberal.
