Did Mancur Olson really say this?

In Mankiw’s Ten Principles of Economics, Translated for the Uninitiated" Yoram Bauman writes,
...as Mancur Olson points out in his book, The Logic of Collective Action: “To say a situation is ‘lost’ or hopeless is in one sense equivalent to saying it is perfect, for in both cases efforts at improvement can bring no positive results.”
If they hear this out of context, need I say that those of a philosophical bent will be more able to appreciate this than those who are not. I can imagine saying this to comfort someone and being rewarded with a slap in the face.
